Humanitarian action, that is the desire to relieve the suffering of distant strangers, is an idea that is centuries old. And yet, this idea has always been tangled up with ethical and political questions: What are the bases of the desire to help distant strangers? Is there a responsibility or an obligation to help strangers in need? How do we know when humanitarian action is required? In a context of multiple emergencies, which strangers become recipients of humanitarian action and aid?
